In 1998 Congress passed the Quality Housing and Work Responsibility Act.  Under the terms of that act, Housing Authorities were given the power to form non-profit corporations to undertake entreprenurial activities on behalf of the local housing authority with which they are associated.

Grundy Development Corporation is a wholly controlled non-profit subsidiary of the Grundy County Housing Authority.  Its Board of Directors seeks out funding to provide additional housing resources for the Grundy County Housing Authority.  As such, it serves as the creator and owner of new projects managed by GCHA.
